Minutes 14th March 2017

Minutes of a meeting held at 7.30pm on Tuesday 14th March 2017 at Bishops Frome Village Centre

Present: Cllr Partridge (Chair), Cllr Pudge, Cllr Nash, Cllr Guise, Cllr Parker and Cllr Hydes.
Mr Brooman, the Council’s Treasurer was also present.

2017/32 To receive apologies for absence
Apologies had been received from Cllr Ms Sincock and local Councillor Mrs Morgan.
Cllr Mrs Roberts and Cllr Marshall were not present.

2017/33 To receive declarations of interest and written requests for dispensation
There were no declarations of interest or requests for dispensation.

2017/34 To adopt the minutes of the previous meeting
A copy of the draft minutes had been circulated to all councillors prior to the meeting. They were accepted as a true record and signed by Cllr Partridge (Chair).

2017/35 Public Participation
There were no members of the public present.

2017/36 Neighbourhood Plan
Cllr Pudge reported that a meeting of the Neighbourhood Planning Committee had taken place on 28/02/2017. They are now working towards Reg16 and drawing up the Consultation Statement and Basic Conditions Statement.

2017/37 Finance
Mr Brooman, the Council’s Treasurer, issued copies of the Council’s Accounts to councillors and explained the Council’s current financial position.
There were several invoices for payment and councillors confirmed that they should all be paid:
37.1 HALC – £469.93
(HALC affiliation fee per Council April 2017-March 2018 – £180.00
HALC subscription fee per electorate 2017-2018 – £244.44
NALC subscription fee per electorate 2017-2018 – £45.49)
37.2 Burley Gate Girl Guides – donation request – £300
37.3 Additional 15 hours payment for Clerk for sorting out Parish Council records
37.4 P Eaton – Litter picking – £129.60
37.5 Eyelid Productions Ltd – Annual Website support from March 2017 – £100.00
The Treasurer advised councillors that there was a course being run by HALC coming up on 21/03/2017 ‘Audit Answers’ which he would like to attend. The cost will be £30.00. Cllrs agreed that he should attend the course.
The Clerk confirmed that she had today received an email confirming that the £20,000.00 s.106 monies for the playground upgrade were due to be paid to Play & Leisure tomorrow.

2017/38 Planning
38.1 P170642/F Dovehills Farm, Bishops Frome, WR6 5BQ
Proposed new storage barn and change of use of land to business use for
use with existing business offices and training facilities.
Cllr Pudge confirmed that he had visited this site which is an addition to an existing business and there are no other properties nearby that would be affected by this development. Cllrs agreed that the Parish Council should support the application.

2017/39 Fromes Hill Report
Cllr Pudge confirmed that he believed the valuation of the land was still outstanding and he said that he would chase up what was happening before the next meeting.
Cllr Nash reported a number of potholes on the C1159 and Cllr Pudge explained to him the Report It section on the Hereford Council website for logging such matters.
The Clerk confirmed that she had sent off the request for SID’s at Fromes Hill.

2017/40 Bishops Frome Report

Cllr Guise explained to councillors a safety and parking issue that had been brought to his attention at Broadfield Close. The grass area is being used for parking by some residents and this is causing a safety issue with children crossing after playing on the grass because the parked vehicles are obstructing the view of traffic coming down the road. There have also been occasions when the refuse lorry has been unable to get up the road and once, a fire engine was unable to get to a house fire without moving vehicles. He had spoken with a representative of Fortis Living and wanted to arrange a meeting to discuss a possible parking provision.
Cllrs agreed he should continue to investigate and report his findings to the next meeting for consideration.
Cllr Partridge told councillors that he would be unable to complete all the grass cutting this year but one of his employees was willing to help and he would like this discussed at the next meeting.
The Clerk advised councillors that she had tried to contact Charlotte Davies regarding the community payback project to discuss if they could assist with village tidying but had not yet been able to speak to her.
Cllr Guise reported that he had attended the water board drop in meeting on 9th March. He drew to the representative’s attention, the mess that was being left by the workers around the village particularly along the river bank heading out of the village passed the industrial estate. They confirmed that this would all be made good once all works were completed in the area. Cllr Hydes drew attention to the lump in the road towards the end of Summerpool just before the industrial estate. Councillors asked the Clerk to bring these items to the attention of Cathy Berkeley of Balfour Beatty as the highway could be damaged.

2017/41 2018 Boundary Review- West Midlands Region – councillors had received a copy of the results of the initial consultation and the Clerk gave examples of some of the comments. After discussion councillors did not wish to send off any comments.

2017/42 Sports Committee Report
The Treasurer confirmed that the outstanding payment from Bromyard Football Club had now been received.
The Clerk told councillors that she had been advised that the marque for the wedding on 1st July was now going to be put up on Wednesday 28th June. She confirmed that she would advise Bromyard Footbal Club.
A meeting of the Sports Committee will be arranged at the next Parish Council meeting.

2017/43 Footpaths Officer Report
Nothing to report.

2017/44 To note the information sheet and date of next meeting
The Clerk drew attention to the items on the information sheet. The next meeting will be at Bishops Frome Village Centre on Tuesday 11th April and will follow the Annual Parish Meeting.
