Minutes of a meeting held at 7.30pm on Tuesday 13th June 2017 at St Matthews Church, Fromes Hill
Present: Cllr Nash (Chair), Cllr Partridge, Cllr Parker and Cllr Marshall and Cllr Mrs Roberts and Local Councillor Mrs Morgan.
Mr Brooman, the Council’s Treasurer was also present.
2017/65 To receive apologies for absence
Apologies had been received from Cllr Pudge, Cllr Guise, Cllr Ms Sincock and Cllr Hydes.
2017/66 To receive declarations of interest and written requests for dispensation
Cllr Partridge declared an interest in Agenda items 2017/70.2 & 70.3. An entry was made in the register and signed by Cllr Partridge.
2017/67 To adopt the minutes of the previous meeting
A copy of the draft minutes had been circulated to all councillors prior to the meeting. They were accepted as a true record and signed by Cllr Nash (Chair).
2017/68 Public Participation
There was one member of the public present who wanted to speak regarding planning application 171270, Caravan known as Lady Lute, Frome Hill.
2017/69 Neighbourhood Plan
Reg 16 documents have been forwarded to Herefordshire Council. The Consultation will run from 24/05/2017 to 12/07/2017. The Clerk confirmed that the relevant documents have also been placed on the Parish Council website.
70.1 Assertion 3 – Compliance with laws, regulations and proper practices. Mr Brooman explained this Assertion and he and Cllrs agreed that they were acting within proper practices, giving consideration to laws and regulations.
There were several bills for consideration and Cllrs agreed these should all be paid:
70.2 BC Partridge – Diesel £129.18
70.3 BC Partridge – 7 hours mowing – £59.50
70.6 HALC- Webhosting – £24.00
Two requests had been received for donations:
70.4 Request for donation to St Matthew’s Church, Fromes Hill for churchyard maintenance – Cllr Partridge proposed a donation of £500.00 be made and this was seconded by Cllr Marshall. The Treasurer was asked to send a cheque.
70.5 Request from Bishops Frome Village Centre for a grant towards the tarmacking outside the centre to replace broken slabs – Cllrs considered the quotations received and the Village Centre Accounts. The Secretary of the Village Centre had advised that they wished to proceed with the quote from G M Joyce Surfacing LTD. Cllr Partridge and Cllr Parker studied the quotations and wanted to check with the company about the thickness of the surface proposed to confirm that it would be strong enough for vehicles to drive on before proceeding. Subject to all being satisfactory the Council was happy to consider paying for the tarmacking of the area to replace the broken slabs and a donation will be made by the Village Centre. No figure was agreed at this time due to other commitments which would be discussed further down the agenda.
2017/71 Adopt a Grants Policy
The amended Grants policy had been sent to Councillors for consideration prior to the meeting and Cllrs confirmed that the revised policy could now be adopted.

Retention of a temporary agricultural workers dwelling
Cllr Nash, The Chairman, advised councillors that he had visited the site and spoken with Parishioners. A number of concerns had been raised and sent to Herefordshire Council Planning Department. Mr I Marshall, the member of the public present, advised that he and other parishioners had already sent or were planning to send in, their own concerns and objections.
After discussion, Cllrs agreed on a list of concerns to be submitted to Herefordshire Council for further consideration. The Clerk advised Cllrs that this afternoon she had received an email from the Planning Consultant stating that he was in the process of clarifying some of the information supplied in this application with the applicant, following receipt of objection letters raising concerns from local residents. He will forward a copy of his response to the Clerk for the Parish Council information.
2017/73 Fromes Hill Report
Cllr Partridge advised that a solicitor’s bill had been received for £1700.00 for work done in relation to the field, but still the Church portion had not been separated. He was trying to find a new solicitor as the Fromes Hill Field Committee were unhappy with the way things were being handled. It was agreed that the Fromes Hill Village Hall Trust should be asked to contribute to the solicitor’s bill.
The Chairman, Cllr Nash, advised Councillors that he had been approached by local residents asking if the Parish Council could consider obtaining a Defibrillator for Fromes Hill. In principal, Cllrs confirmed he could investigate to find out cost and so on. They considered the Church or Wheatsheaf Public House as possible places to sight the Defibrillator.
2017/74 Bishops Frome Report
74.1 Village Gateway – deferred to next meeting.
74.2 Drainage on B4214 – deferred to next meeting.
The Clerk confirmed that she had looked in to the cost of Noticeboards and found them to be very expensive. Cllr Mrs Roberts offered the use of the noticeboard outside the community shop in Bishops Frome.
Cllr Mrs Roberts wanted to raise awareness of security at home as several burglaries had taken place in the locality over the last few weeks. The Clerk was asked to put a notice in the Valley News.
2017/75 Sports Committee Report
A meeting of the Sports Committee took place on 22nd May 2017. A check of the facilities led to a list of maintenance items being drawn up and explained to Cllrs.
Cllr Parker & Cllr Partridge advised that they had taken down the chicken wire and the weeds had been sprayed.
Cllr Parker confirmed that the external electrical socket cover had been replaced and the leak under the sink had been repaired.
He also advised that he had made some enquiries about the cost of skimming the car park and resurfacing. He is happy to do the work himself at no charge, but the equipment he needs he estimates would cost around £2000.00 plus VAT. Cllrs agreed this was essential maintenance and he should go ahead at his earliest convenience.
Mike Patmore has agreed to complete the PAT test prior to 1st July 2017.
2017/76 Herefordshire Council Public Space Protection Order (PSPO) Consultation – Dog Control
The Clerk drew attention to this document and gave a brief overview. Cllrs present had no comments to make.
2017/77 HALC Training Courses
The Clerk highlighted some courses coming up which councillors may be interested in, particularly in regard to planning. No councillors present wished to attend but asked the Clerk to contact Cllr Guise and Cllr Ms Sincock to see if they were interested as both had shown an interest in planning in the past.

2017/79 To note the information sheet and date of next meeting
The Clerk drew attention to the items on the information sheet and confirmed the next meeting will be held at St Matthew’s Church, Fromes Hill on Tuesday 11th July 2017 at 7.30pm.
