Minutes of a meeting held at 7.00pm on Tuesday 13th March 2018 at Bishops Frome Village Centre
Present: Cllr Nash (Chair), Cllr Partridge, Cllr Guise, Cllr Ms Sincock, Cllr Pudge, Cllr Parker and Cllr Hydes.
Mr Brooman, the Council’s Treasurer was also present.
2018/30 To receive apologies for absence
Apologies had been received from Cllr Mrs Roberts and Cllr Marshall.
2018/31 To receive declarations of interest and written requests for dispensation
There were no declarations of interest.
2018/32 To adopt the minutes of the previous meeting
A copy of the draft minutes had been circulated to all councillors prior to the meeting. They were accepted as a true record and signed by Cllr Nash (Chair).
The Treasurer provided an update on the financial situation of the council to 28/02/2018 and then asked permission to pay the outstanding invoices as listed below:-
33.1 HALC – £480.02
(HALC Affiliation Fee £180.00 plus HALC Subscription Fee £252.00 plus NALC Subscription Fee £48.02)
33.2 P Eaton – Litter Picking – £129.60
33.3 Eyelid Productions Ltd – Annual Website Support – £100.00
Councillors agreed that the invoices should all be paid.
Cllr Guise, an independent councillor who is a non-cheque signatory checked the bank statement and agreed the balance to the councils account statements.
34.1 P180156/F Coney Croft, Fromes Hill, HR8 1HT
Conversion of the garage to a reception area, the utility room to a cattery kitchen/wash area and an internal walkway from the main house to the utility room.
Cllr Nash reported that he had visited the proposed site and the cattery is to the rear of the property. He visited neighbouring properties and heard no objections. Cllrs reviewed the application and agreed to support it.
34.2 P180567/F Wyercroft Farm, Bishops Frome, WR6 5BS
Proposed general purpose agricultural building, storage and stock house.
Cllr Ms Sincock advised councillors that she had visited the sight and neighbouring properties and she heard no objections. Cllrs discussed the application and saw no reason not to support it.
2018/35 Training courses
The Clerk advised Councillors that there are training courses being run by HALC on the General Data Protection Regulations over the next few months. There are 3 dates available: Monday 19th March, Wednesday 11th April and Tuesday 15th May, all between 7pm-9pm. As we have paid our subscriptions before 1st April, 2 councillors can attend for free for each financial year. She stressed the importance of GDPR and asked Cllrs to let her know which date they would like to attend in order that she could book their places.
A further course is being run on the new audit arrangements and councillors agreed that the Treasurer should attend. The Clerk agreed to book his place for Thursday 29th March.
2018/36 To note the information sheet and date of next meeting
The Clerk drew attention to the items on the information sheet and confirmed the date of the next meeting as Tuesday 10th April.
2018/37 Neighbourhood Development Plan – Public Meeting
Members of the Public arrived at 7.30pm for the Neighbourhood Development Plan presentation.
Following the presentation councillors took questions on the NDP.
During the NDP presentation, Ward Cllr Elile Chowns joined the meeting.
After the NDP session, she gave an update on her last months activities and meetings attended.
The meeting concluded at 20.30.
