Minutes of a meeting held at 7.30pm on Tuesday 16th August 2016 at Bishops Frome Village Centre
Cllr Partridge (Chair), Cllr Pudge, Cllr Parker, Cllr Mrs Roberts, Cllr Ms Sincock, Cllr Hydes and Cllr Nash.
Mr Brooman, the Council’s Treasurer was also present.
2016/91 To receive apologies for absence
Cllr Marshall and Cllr Guise were not present.
2016/92 To receive declarations of interest and written requests for dispensation
Cllr Partridge declared an interest in agenda item 96.3 as owner of the garage to which the invoice was to be paid. An entry was made in the register and signed by Cllr Partridge.
2016/93 To adopt the minutes of the previous meeting
A copy of the draft minutes had been circulated to all councillors prior to the meeting. They were accepted as a true record and signed by Cllr Partridge (Chair).
2016/94 Public Participation
There were no members of the public present.
2016/95 Neighbourhood Plan
Cllr Pudge confirmed that the comments from Hereford Council on Reg 14 stage had been received today so he had not yet had a chance to study them. He will study their comments and call a meeting of the Neighbourhood Plan Committee to discuss and action. So far, written comments had been received from 3 members of the public. Cllrs reported that verbal feedback from Parishioners has been positive.
96.1 Annual Return Conclusion
Mr Brooman, the Council’s Treasurer advised councillors that he had now received the annual return conclusion from Grant Thornton. Their only comments related to the fact that the Council has low reserves after allowing for ear marked funds. In fact this is not now the situation as the expenditure for the Play Area has been reduced.

96.3 BC Partridge – Diesel – £30.00 – Payment agreed
96.4 HALC – website hosting – £20.00 – Payment agreed

Change of use from agricultural to equestrian, and retention of existing menage
Cllr Partridge reported that he had visited the property and this is actually a retrospective planning application. He received no objections from neighbours. Cllrs had no objections.
2016/98 Fromes Hill Report
Cllr Partridge confirmed that following the council meeting 19th July 2016, the go ahead to proceed with the works on the field had been given to the Fromes Hill Field Management Committee. Richard Booth has agreed to oversee the works.
2016/99 Bishops Frome Report
99.1 S.106 traffic calming.
The Clerk confirmed that she had contacted Yvonne Coleman at Hereford Council regarding the village gateway at both ends on B4214 and was advised that Balfour Beatty will be reviewing s.106 schemes in September and she will ensure that this is included. Cllrs requested that we ask for a gateway at the entrance on the Burley Gate road also.
99.2 Play Area update.
The Clerk confirmed that the Play Area upgrade will begin w/c 12/09/2016 and the painting either w/c 19/9/2016 if accessible or w/c 10/10/2016 if not.
Cllr Parker will arrange for removal of the tiles and rockers prior to 12th September.
The Play Area will be closed for approx. 2 weeks while the improvements are carried out.
99.3 Grass cutting.
Cllr Parker advised councillors that he had spoken to Rob Collins to see if the grass on the old cricket pitch could be cut closer to the ground. He is awaiting the next cut to check how it goes.
2016/100 Sports Committee Report
Mr Brooman confirmed that the second quarter’s payment of £375.00 had been received from Bromyard Football Club.
Cllr Partridge advised councillors that he had received a call from Simon Redsull of Bromyard Football Club asking for assistance with 2 issues, one regarding storage and one regarding moles on the field.
Cllr Pudge said that he would arrange to move some of the equipment to free up space at the pavilion and he also said he would contact Pest Control at Hereford Council regarding dealing with moles.
2016/101 Footpaths Officer Report
Cllr Ms Sincock advised that the stile by the bridge in Bishops Frome had collapsed and the landowner had agreed to make it safe.
The Clerk confirmed that more information was gradually being added to the website and reminded councillors to subscribe.
The Clerk advised councillors that following Came and Co joining Stackhouse Poland last year, Came & Co became a trading style of Stackhouse Poland Limited with effect from 01/07/2016.
2016/104 Parish and Town Council Bus and Community Transport Consultation
A questionnaire had been received from Herefordshire Council regarding the local bus service and community transport schemes, seeking Parish Council views. The questionnaire had been circulated to councillors prior to the meeting. Councillors went through the questions and debated the points. The completed questionnaire will be returned to Herefordshire Council by the Clerk.
