Minutes of an extraordinary meeting held at 7.30pm on Tuesday 9th February 2016 at Bishops Frome Village Centre

Mr Brooman the Council’s Treasurer was also present.
There was one member of the public present.
There were no apologies.
2016/16 To receive declarations of interest and written requests for dispensation:
There were no declarations of interest.
2016/17 To adopt the minutes of the previous meeting 12/01/2016:
The minutes of the previous meeting had been circulated to all Councillors. They were accepted as a true record of the meeting and were signed by Cllr Partridge, Chairman.
2016/18 To consider joining other local Parish Councils in seeking action to recover property and records still being held by the previous clerk:
Between calling this meeting and the meeting date, the sad news was received that Martin Field, the previous Clerk had passed away. The Chairman of Ocle Pychard Parish Council had advised that he was obtaining access to Mr Field’s house to extract records for all the Parish Councils whose records were held there and would make contact with the various Clerks to arrange for them to collect the documents from his house. It was acknowledged therefore that further action was unlikely to be required regarding obtaining the old records, however Councillors agreed that should it become necessary, Bishop’s Frome and Fromes Hill Parish Council would be willing to join with the other Parish Council’s involved in seeking legal support.
The amount of paperwork is believed to be sizeable and not in any order. Cllr Pudge commented that the sorting of the documents is likely to create a large amount of additional work for the Clerk and proposed therefore that she keep a record of time spent on sorting out old records and the council would pay her for this extra time. All Councillors agreed.
2016/19 Resignations/Councillor Vacancies:
The clerk advised that she had received an email from Cllr N Parker expressing his regret that due to his increased work commitments and projects at home he could no longer devote sufficient time to his role as councillor, and he was therefore resigning. He is hoping to stand again in the future should a vacancy be available at the appropriate time.
The clerk confirmed that the elections office had been notified and a councillor vacancy notice will be displayed.
As Cllr N Parker was Vice Chairman of the council and Chairman of the Sports Committee it was agreed that replacements would be elected at the next meeting in March.
2016/20 Planning application P153787/F Farm Barns at Rhea House, Bishops Frome, WR6 5BQ
Proposed change of use from agricultural farm barns to day care farm comprising central support facilities, animal pens, activity spaces and new orchard.
Cllr Partridge reported that he had been out to visit the site and neighbours. One neighbour expressed concern about the increased traffic, increased noise and the provision for sewage. After discussion and considering the plans, Councillors agreed that it looked a good project but that the number of extra vehicles is cause for concern and would therefore support the application with the condition that there be some kind of traffic management provision to ensure road safety.
The Treasurer requested permission to pay two outstanding invoices:
21.1 L J Goodchap – install posts and chain fencing across play area and reinstall car park sign – £1277.00.
21.2 B C Partridge Ltd – replacement battery for mower – £55.00.
This was agreed by all.
The next meeting will be held at 7.30pm on Tuesday 8th March 2016 at Bishops Frome Village Centre.
