Minutes 9th October 2018

 Minutes of a meeting held at 7.30pm on Tuesday 9th October 2018 at Bishops Frome Village Centre

Present: Cllr Nash, Cllr Partridge, Cllr Pudge, Cllr Guise and Cllr Mrs Sevastopulo.
Mr Brooman, the Council’s Treasurer was also present.

2018/124 To receive apologies for absence
Apologies had been received from Cllr Ms Sincock, Cllr Parker, Cllr Hydes and Cllr Mrs Roberts.

2018/125 To receive declarations of interest and written requests for dispensation
There were no declarations of interest.

2018/126 To adopt the minutes of the previous meeting
A copy of the draft minutes had been circulated to all councillors prior to the meeting. They were accepted as a true record and signed by Cllr Nash (Chair).

2018/127 Public Participation
There were no members of the public present.

2018/128 Finance
128.1 Assertion 3 – We took all reasonable steps to assure ourselves that there are no matters of actual or potential non-compliance with laws, regulations and Proper Practices that could have a significant financial effect on the ability of this authority to conduct its business or manage its finances.
The Treasurer explained to councillors the measures in place to ensure that this assertion was being adhered to and they agreed the requirements of this assertion were being met.
128.2 Precept Setting 2019/2020
The Treasurer presented to councillors a summary of expenditure over the last 3 years with a forecast for expenditure to the year end. By studying these figures and taking in to account known future events, councillors worked down the list and calculated expected expenditure for each area for the coming year. A precept of £25,000.00 was agreed for 2019/2020.
The Treasurer had 2 outstanding invoices which councillors agreed should be paid.
128.3 Came & Co – Insurance Premium Renewal – £1553.55
128.4 Herefordshire Council – Bishops Frome Village Signs – £2336.23
(£1915.65 received from s.106 monies towards this)
Cllr Guise, an independent councillor who is a non-cheque signatory, signed the bank statement to confirm that the balance agreed to the Council’s accounting statement.

Ward Councillor Ellie Chowns joined the meeting.
The Ward Councillor’s report was moved up the agenda.

2018/130 Ward Councillor Report

Ward Councillor Chowns reported that the next Full Council Meeting will be held on Friday 12th October.
She advised councillors that Herefordshire Council are looking for volunteers to join an independent remuneration review panel.
Other Parish Councils in the Ward are considering purchasing a speed indicator for shared use between councils in the Ward and she asked if we would consider joining this venture. Cllrs discussed the matter and confirmed that they would be interested.
The Community Speed watch Scheme was also discussed. Bishops Frome Parish Council are still awaiting an assessment to see if their hotspots are eligible for the scheme.

Ward Cllr Chowns then left the meeting.

2018/129 Planning
129.1 P182277/F The Furlongs, Fromes Hill, Ledbury HR8 1HW
Retrospective retention of a temporary agricultural workers dwelling (mobile home).
The Clerk reported that she had requested the ordnance survey grid reference of the 7 acre plot of land referred to at Fromes Hill but as yet this had not been received. She had requested an extension to the deadline for comments until after the next PC meeting when it was hoped that the information would have been received.
129.2 P183014/F Aldridge Cottage, Bishops Frome WR6 5BY
2 no. holiday lodges with an ancillary “facilities” building.
Cllr Pudge confirmed that he had visited the location and spoken to the applicants and nearest neighbour. The property is difficult to see from any other property. The nearest neighbour had no problem with the development. The applicant stated that they will put a passing bay in as the road is narrow and will improve visibility on to the road.
Cllrs discussed the application and agreed that the application should be supported.
129.3 P183018/FH and P183019/L Mudwall Cottage, Broadfield Close, WR6 5DA
Single storey extension to create a dining area, new front porch to replace existing, re-
roofing and replacement rainwater goods, new external weather board cladding,
replacement windows, internal alterations.
Cllr Guise visited this property and reported that there is a major renovation being carried out both inside and outside the property. He spoke to the neighbours and they all supported the applicants. Cllrs discussed the application and agreed to support it.

Cllr Mrs Sevastopulo left the meeting.

2018/130 Ward Councillor Report – see above

2018/131 Pothole repairs and other Public Realm Services
Cllrs briefly discussed local highway maintenance and felt that it had improved recently. They decided not to send any comments to the General Scrutiny Committee at this time.

2018/132 Fromes Hill Report
132.1 Update on Fromes Hill Field – Cllr Partridge reported that he was still awaiting a reply regarding the 3 queries put forward by the Church. There was a delay as the solicitor dealing with the matter was off work but a new solicitor was looking in to the matter.
It was reported that there were still some bales on the field. Cllr Pudge said that he would speak to the Chairman of the Field Committee regarding getting them moved.
132.2 Update on traffic calming TRO – Ward Cllr Chowns had agreed to speak to Ray Wallace regarding the cost of the survey and a response is awaited.

2018/133 Bishops Frome Report
133.1 Village Centre request to change status – The Clerk had already advised councillors that the Village Centre Management Committee had agreed to pursue the change of status to that of Charitable Incorporated Organisation without waiting for the Parish Council to give their support. Cllrs discussed their interpretation of the incorporation documents they had received following the September meeting and the earlier information gathered from HALC and decided they would like to seek advice from a solicitor on their legal position. Cllr Pudge offered to speak to a solicitor for some general advice and report back to the next meeting.
It was confirmed that the Church had put up some notices asking people not to put dead flowers from the graves in the dog bin or play area bins.
The back of the 30mph sign going out of the village towards Ledbury showing the national speed limit has come off its post and the child’s playground sign on the approach to the village from Ledbury has also come off its post.
The Clerk was asked to contact Balfour Beatty to see if it was possible to have these repaired.
She also agreed to report the defacing of the finger post sign where the U65611 meets the B4214.

2018/134 Sports Committee Report
The Clerk reported that Bromyard Football Club had agreed to a 70/30 split on revenue from the advertising boards following negotiation with the Sports Committee.
The Clerk showed councillors some designs and quotes for the entry signs to the Sports Field which Bromyard FC had obtained before the Parish Council had agreed to fund them. Cllrs studied the designs and quotes and were happy with one design but wanted clarification of the dimensions prior to agreeing an order. If the dimensions were ok, they agreed to ask Bromyard FC to order the signs and ask for the invoice to be submitted directly to the PC for payment. Cllr Partridge offered to install the signs.
Cllr Partridge advised councillors that he had received communication from a cricket team enquiring about the possibility of playing from Bishops Frome. He was awaiting further contact.

2018/135 Fuel Poverty in Herefordshire and your Parish
The Clerk drew attention to the briefing pack forwarded to councillors on 3rd October. She confirmed that she had put some of the notices issued regarding fuel poverty on the noticeboards and in Bishops Frome Village Centre. Cllr Partridge agreed to display leaflets at The Garage and Cllr Pudge agreed to display leaflets in The Hop Pocket.

2018/137 Footpaths Officer Report
137.1 Stiles at Fromes Hill
A decision on the type of stiles to be fitted at the Fromes Hill Field was deferred until after the next Fromes Hill Field Committee Meeting.

2018/138 To note the information sheet and date of next meeting
The Clerk drew attention to the items on the information sheet and confirmed that the next meeting will be held on Tuesday 13th November at Bishops Frome Village Centre.
