Minutes of the Annual Parish Meeting held at 7pm on Tuesday 17th May 2016 at Bishops Frome Village Centre

Cllr Ms Sincock, Cllr Parker, Cllr Hydes
Mr Brooman, the Council’s Treasurer, was also present.
There was one member of the public present.

A message had been received that Cllr Partridge, Chair, had been delayed due to illness and would join the meeting ASAP. The Cllrs present voted that Cllr Ms Sincock take the Chair until he arrived.

1) Apologies
Apologies had been received from Cllr Pudge, Cllr Nash, Cllr Mrs Roberts and Cllr Marshall.

3) Report from other organisations
3.1 Sports Committee – Cllr Parker reported that things had progressed well with the Sports facilities during the last year. Several meetings had been held with Bromyard Football Club and a firm arrangement for hire charges had been agreed and payments were being made quarterly. The facilities are in use most weekends for matches and training takes place some evenings during the week.
Cllr Parker also reported that he had spoken to several cricket teams who had made enquiries about occasional use of the facilities for matches. He explained that the first and second teams have to play matches on a grass wicket rather than an artificial one and could not therefore take advantage of our facilities. A brief discussion was held about the possibility of upgrading to a grass wicket and it was agreed that it was a matter for the Sports Committee to investigate.
3.2 Village Hall Committee – there was no representative from the Village Hall Committee present at the meeting.
3.3 Fromes Hill Land Committee – update deferred until ordinary meeting of Parish Council meeting agenda item 59.1

19.25 Cllr Partridge, Chairman arrived and took the Chair.

2) Chairman’s Report
The Chairman summarised the Parish Council year and felt pleased that things were moving forward.
Neighbourhood Plan – considerable progress had been made this year, the plan had just been returned from Hereford Council with comments for action. Once actioned it can be resubmitted at Reg14 stage.
Play Area – a lot of work had been put in to obtaining quotations for both new equipment and refurbishment options. Enough information had now been received to make a decision on the way forward and this item is on the agenda of the Parish Council meeting to follow.
Footpaths – The Chairman wished to thank Cllr Sincock for her work on walking the footpaths and contacting landowners to improve conditions. Special thanks were made to her husband, Kevin, for his support of this project.
Sports Committee – The Chairman was pleased with the good use being made of the Sports facilities and the relationship now formed with Bromyard Football Club.
Website – Although in the early stages, a website has now been set up.

Prior to closing the meeting, the Chairman expressed his thanks to The Clerk and Treasurer for their support over the last twelve months.
